INDIAN PASSPORT APPLICATION INSTRUCTIONS
All Indian
Passport Holders need to fill in online Passport Application Form at link: https://mportal.passportindia.gov.in/gpsp
when applying for new passport.
Procedure when applying for Indian Passport:
1. Visit the Global Passport Seva Project Website (https://mportal.passportindia.gov.in/gpsp)
2.
Register
by clicking on "Register" Link. It will prompt you to activate
your registration by clicking on the link received in your registered e-mail
ID. Login with the registered login ID and Password on "User Login"
link
3.
In the
Applicant Home Page, click select the appropriate category of service to be
applied and file a new application.
4.
All
Columns should be filled in. Please write Not Applicable in case of not
concerned. All particulars need to be filled in carefully and correctly since
the information would be printed on the new passport accordingly. To change
your personal detail/s in Passport, you should follow the required procedure
and provide required documents. Kindly ensure to select right category for
desired service i.e. RE-ISSUE/ LOST/ DAMAGED or FRESH. Please ensure that your
given name and surname are stated properly. It is absolutely necessary to use
your recent India Passport details whilst filling the Passport Application.
5.
After
successful submission of application, take a printout of the online submitted
form. Passport Application Form should be submitted in original. Photocopy
and scanned copy or email sent copy will not be accepted.
6.
Please
ensure all required documents, as per service applied for, are properly
attached. Original documents are also required for verification, such as
marriage certificate etc.
7.
For
delivery by courier please include the prepaid/return airway bill and account
number inside the package, addressed to the undermentioned:

Guidelines for ICAO Compliant Photographs for
Passport Applications
The photograph guidelines as
per ICAO standards to be adhered to photograph capturing or uploading for
passport services are as follows:
·
Close up of the head and top of the shoulders such
that the face takes up 80-85% of the photograph.
·
The photograph should be in color and dimensions
should be 630*810 Pixels.
·
Photos should be unaltered by computer software.
·
Background of the photograph should be White.
·
The photographs must –
1.
Show the applicant looking directly at the camera.
2.
Show the skin tones naturally.
3.
Have appropriate brightness and contrast.
4.
Show the applicants eyes open and clearly visible.
5.
Should not have hair across the eyes.
6.
Be taken with uniform lighting and not show shadows
or flash reflections on the face and no red eye.
7.
Mouth should not be open.
8.
Be taken from distance of 1.5 meters from a camera
(not too close)
9.
Should not be blurred
·
It should have full face, front view, eyes open.
·
Photo should be present full head from top of hair to
bottom of chin. Centre head within frame
(head should not be tilted).
·
There should not be any distracting shadows on the
face or in the background (should not have reflection of the glasses; glasses
to be taken off to avoid reflections).
·
Illumination shall not cause any red eye effects
visible in the eyes or other effects reducing the visibility of the eyes.
·
Head coverings are not permitted except for religious
reasons, but the facial features from bottom of chin to top of forehead and
both edges of the face must be clearly shown.
·
The expression on the face should look natural.
Signature/Thumb impression specifications
1.
Use only
blue/ black ball point pen for signature.
2.
Illiterate/minor
male applicants should put left hand thumb impression and female should put
right hand thumb impression.
3.
Minor’s
parents should not put their signature or thumb impression in the specimen
signature box.
4.
Declaration
must be signed by all applicants.
5.
In case
of Passport Application for Minor, Declaration of Parents/Guardian is to be
signed by both Parents or Guardian and be notarized.
Standard requirements for all categories of Indian
Passport:
1.
Original
Passport Application Form, duly filled.
2.
Existing
passport along with the self-attested copy thereof.
3.
Two
photographs (2”x2”). One photo should be pasted on front page in specific place
and one attached on top of application.
5.
Copy of
resident permit/visa in country of stay.
6.
Copy of
Address Proof of current place of stay (such as Utility Bill/ Rent Lease/
Driving License/ Bank Statement etc).
7.
Fees.
Requirements for Renewal/Re-issue of Passport
(in case of expired/exhausted):
1.
Adult:
a. All the standard requirements as stated
above.
2.
Minor:
a. All the standard requirements along with
the undermentioned:
b. Original Notarized Parental Authorization
Letter.
c.
Copy of Passport for both Parents.
d.
Visa/Resident Permit of both Parents.
e.
Birth Certificate (Apostle, if born outside of India).
Requirements for Re-issue/Duplicate of Passport
(in case of lost):
1.
All the
standard requirements as stated above along with the undermentioned:

Duly
filled Additional details form.
3.
Photocopy
of lost passport (if available).
4.
Police
report (stating details of incident).
5.
Affidavit
by Applicant (stating details of incident).
In
case of Minor, please provide the above mentioned along with all documents
requested for Minor – Renewal/Re-issue of Passport.
Requirements for Re-issue/Duplicate of Passport
(in case of damage):
1.
All the
standard requirements as stated above along with the undermentioned:

Damaged
Passport and photocopy of bio-date pages.
3.
Affidavit
by Applicant (stating details of damage).
In
case of Minor, please provide the above mentioned along with all documents
requested for Minor – Renewal/Re-issue of Passport.
Requirements for New Passport (in case of New Born):
Registration of Birth of the new born baby has to be
done first in the Embassy of India, Caracas via https://indiancitizenshiponline.nic.in/
After Registration of Birth is done and Birth Certificate is received,
the parents are allowed to apply for New Passport by presenting the following:

All the
standard requirements along with the undermentioned:

Duly
filled online Birth Registration form with 1 passport size photograph attached.
3.
Duly
filled Miscellaneous Form with 1 passport size photograph attached.
4.
Original
and copy of Birth Certificate of new born (Apostle, if born outside of India).
5.
Self-attested
copies of Indian Passports, Marriage Certificate and Visa/Resident permits of
both parents.
6.
Notarized
Declaration letter that the child does not hold the passport of any other
country.
7.
Notarized
Parental authorization letter for applying new passport.

POLICE CLEARANCE CERTIFICATE (PCC)
As per the latest instructions, Police Clearance
Certificates (PCC) will only be issued after receipt of fresh police
verification. The clearance may take longer time and therefore, it is advised
that PCC seekers should apply well in advance.
Procedure for applying for Police Clearance Certificate (PCC):
1. Visit the Global Passport Seva Project Website (https://mportal.passportindia.gov.in/gpsp) for the online Police Clearance Application Form.
2.
Register
by clicking on "Register" Link. It will prompt you to activate your
registration by clicking on the link received in your registered e-mail ID.
Login with the registered login ID and Password on "User Login" link
3.
In the
Applicant Home Page, click select the appropriate category of service to be
applied and file a new application.
4.
After
successful submission of application, take a printout of the online submitted
form. PCC Form should be submitted in original. Photocopy and scanned copy or
email sent copy will not be accepted.
5.
Attach
Two (2) photographs – 2” X 2”.
6.
Self -
Attested copy of Bio-data pages of Indian Passport and visa page.
7.
Self-explanatory
letter clearly stating purpose of PCC.
8.
Self -
attested copy of Address Proof such as Utility Bill/ Rent Lease/ Driving
License/ Bank Statement etc.

SURRENDER OF INDIAN PASSPORT
Renunciation of Indian Citizenship
The Indian Citizenship Act does not allow dual
citizenship. Holding an Indian passport or acquiring an Indian passport or
travelling on an Indian passport after acquisition of foreign citizenship
constitutes an offence under the Indian Passport Act, and attracts
penalties. Indian nationals, who have already obtained citizenship of
other countries must renounce/ surrender their Indian passport immediately
after acquisition of foreign citizenship
Procedure for applying for Renunciation of Indian
citizenship
(Surrender of Indian Passport)
1.
Visit the
Global Passport Seva Project Website (https://mportal.passportindia.gov.in/gpsp) for the online Surrender of Indian Passport
Application Form.
2.
Register
by clicking on "Register" Link. It will prompt you to activate
your registration by clicking on the link received in your registered e-mail
ID. Login with the registered login ID and Password on "User Login"
link
3.
In the
Applicant Home Page, click select the appropriate category of service and
file a new application.
4.
After
successful submission of application, take a printout of the online submitted
form. The Form should be submitted in original. Photocopy and scanned copy or

5.
Attach
One (1) photograph – 2” X 2”.
6.
Original
Indian Passport and self - attested copies of bio-data and visa pages.

Current
foreign Passport self - attested copy.
8.
Naturalization/Citizenship
Certificate

Delay in submission (for more than 3
years) of Renunciation Application or Travelling on Indian Passport after
obtaining foreign nationality will attract penalty.

2.
Notarized
Parental Authorization Letter (Available in Passport Tab under Minor Head).
